Nelsonians are being asked to help choose the location of a new combined library, community hub and Council home – one of the city’s biggest long-term investments.
The project would replace two ageing facilities. Civic House has had little major investment for 35 years, while strengthening work has extended the Elma Turner Library’s life by only an estimated five to ten years.
A previous riverside library proposal was paused in 2022 as construction costs, interest rates and storm recovery pressures tightened Council finances.
The new approach tackles both buildings together. Shared spaces would provide a modern library, flexible community facilities and more efficient Council offices, while supporting the wider revitalisation of central Nelson.
The three options are redeveloping Civic House, building on the leased Wakatū Hotel site, or creating a new hub beside the museum in Church Street. Costs range from $73.7 million to $88.2 million.
This consultation is about choosing which location moves into detailed design. Construction would not begin before 2028, with opening expected in 2030 or 2031.
